UAP (not) Whistleblower Protection

Published December 6th, 2022, the Rules Committee Print 117-70 "Text of the House Amendment to the Senate Amendment to H.R. 7776" contains language on "whistleblower" protection as it relates to UFOs and UAPs.

Before coming to the conclusion that this will cause a flood of "whistleblowers" to come out of the woodwork, please read the provisions contained below and concentrate on the restrictions and exclusions.
